A dragoness with gray scales stood at the edge of a circle of various dragons. Though she was there for the meeting, it had not started yet. She kept glancing nervously over her shoulder at the entrance to Dresali as if waiting for someone. In fact, they all looked over at some point while waiting.
If Tolitio doesn't get here soon... she thought to herself.
She occasionally spoke to another one of the waiting dragons, but for the most part she remained as anxious as her current state.

A giant black scaled dragon came into view. He hovered at the entrance and entered in landing. The ground shaking slightly. "I'm not late am I? I had to deal with some trouble in Cazari.", he bowed in respect to the others. Winking at the grey dragon secretly.

The dragoness seemed to become a lot less tense and worried as soon as he showed up. She smiled at him and then turned back to the Council, waiting for the meeting to start. She edged her way over to the black dragon as she waited, ending up standing next to him. "You gave me quite a scare, Tolitio. I was worried sick!"

"Sorry Flame. I couldn't ignore the sign and I didn't want to wake you.", he nuzzled her gently, "It's fine darling. Just a mugging. young human thinking it was a good idea.", Tolitio sat on his haunches.
"We have gathered here to discuss the current issues of the Empire. This meeting is now open."

Flame stretched for a second, smiling at Tolitio before making her opening commentary. "So far, there has been no further news of the rumored fighting among the clans. The new chicks that hatched in the clans are in no danger of being attacked by another..."

"The hatchlings are perfectly safe and show great potential of growing into healthy and prosperous full growns. This is a sign that the lack of stress among the race is better for us all. The numbers of dragons living past the life expectancy has increased in more recent years. ", Tolitio added. Supporting Flame's point.

Flame nodded. "Please present your question." she smiled. "I will do my best to answer it." She folded her wings comfortably on her back as she spoke. She took a side glance at Tolitio in a way of showing she thanked him for supporting her.

A red dragon cleared its throat and glared at Tolitio, "Which clan is HE supposed to represent?", it asked arrogantly.
Tolitio held back the urge to break the red dragon in half and took a slow, deep breath through his nostrils. Releasing it from his mouth. He couldn't answer.

Flame smiled. "The same one I do. While Tolitio and myself are not members of any of the four clans, we can voice the opinions of the minority of the population. This would be dragons that came from another land and came here looking for peace. We are simply here to even out the opinions and votes...Also, as a Dragon of Flame Heart, I am here to represent my organization to be sure that the Flame Hearts have some opinion in things. Tolitio helps with this. As well as these things, he also has his own free opinion. According to the laws of the Dragon Empire, dragons are allowed to voice their thoughts to the Council at any point in time."

"Amazing. I could have sworn that he belonged to absolutely no clan but is in fact an outcast, a liar and a traitor to his own kind."
"Is this true?", asked a golden dragon near the end of the table.
Tolitio looked down, "If I am a traitor, then I am a traitor to myself. If I am a liar, then I am a liar to myself. The only outcast in this council is but an outcast to his or her self. In truth, I am all of those things, but never have I betrayed or lied to another, nor have I been an outcast for any reason other than the death of the rest of my clan.", he looked up again, stood, bowed and took off through the nearest exit.
"My point is validated.", the red dragon claimed. It was soon silenced by a subtle kick from the dragon next to it. The golden dragon frowned, "Your point is not validated. Please leave the table and don't come back until your slanderous ways have been beaten from you in the traditional manner. ", the red dragon stalked off. Smirking at Flame on the way out.

Flame growled. "You had no right to do that!" This was one of those times that the temper Flame usually managed to keep cool flared up. "He has been a member of the Dragon Council for as long as I have!"

"Calm yourself Flamina. Tolitio is a member of this council as much as I am a dragon. He may return if he wishes to.", the golden dragon smiled, "Meeting is adjourned until further notice.", it bowed to the others and added, "You might want to go after your mate. He will need comforting.", to Flame. The members left with dignity.

She bowed her head to the gold in respect and then hurried off to find Tolitio. How dare he! How dare that scrawny, pompous, excuse for a red dragon EVER do that to me or my mate! UGH! she thought to herself angrily.
