Name of race: Commonly known as 'Elves', though naturally they have their own much older and deeper name that they choose not to reveal. Also they are divided into several different factions and kingdoms so no two are alike. (Ex: Dark Elves, Forest Elves, Dune Elves, etc.)
Rarity: While the race itself is not as rare as one would think (they don't have children often but their race has a stable population and they are spread further over nations than humans), there is only one known Elf in the Lost Dimension so I would say supremely rare.
Little is known about Elves besides their typical look. They have their famous pointed ears and delicate features. Other than that they are often long legged and thin, a trait that helps even the shortest Elf run very swiftly. They are always taller than the average Human if only by a few inches. The quite normally accepted height for 'short' is slightly below six feet. The rest of appearance is up to the individual Elf unless it's the case of a skin tone (in which case it is hereditary. The exception is Dark elves as they often turn evil due to a dark magic corruption which turns their skin either a purple colour or a deep ebony sometimes even earthen brown).
They often act in mysterious ways and refuse to tell the whole truth about things without lying. Elves are masters of skirting around things they would not say which comes in handy at times. Many actions of an Elf cannot be explained. They are masters of magic if taught properly.
Though Elves are not as fickle as humans, they suffer the same problems with monarchy rule in that successors are a problem. Elves do not have children often as they themselves are long-lived. If the throne is overthrown by the only heir either dying or choosing not to rule, it is passed to another trustworthy family to take a turn. The monarchy will remain under said family's possession until they themselves must retire or are going to die in which case it is passed on.
(Not sure what else to say xD)
